If Emp status is inactive you can't get system defaulted. defaulted entries for only emp status withdrawn. for your requirement go with dynamic action.
Positions is input field, if want change it to display field and after saving the action type in the IT 0000 it will get into defaulted value. if you want IT 0001 also defaulted value do for this IT also.
