Hi Peng,

First Check after Installation of BODS you have to create or upgrade the Local repository using SAP Business Objects Repository manager.

After that you have to add that local repository in Central Management Console ->Data Services then only you will able to login with SAP Business Objects Data Services Designer 4.X
