I am not able to answer that question, I am sorry. That goes beyond my knowledge.
But I would say try it out since you already tested the BAPI and it gave you a succes message I think it will work.
If you need to activate a business function to have it work first I do not think the BAPI would have given back a succes message in your previous test.
Just try it out with a small test report where you call the BAPI with the values you used in yout test followed by the Commit Bapi and if it fails contact your basis administrator and ask him/her to activate that specific business function and then try again.
However my gut feeling says it is not necessary and it will work already as is now.
