Based on my experience, there isn't much configuration you can do in IS Oil from the business process perspective comparing to core modules like SD, MM. My understanding is, IS-Oil is used to supplement the core modules for Oil and Gas industry. with that being said, it means when looking at the business process, you need to think from two sides: 1, what customization do I need in the logistic, accounting, controlling end; 2. what functionality do I need to leverage from IS Oil Module.
the list you provided expand lots of topics, and a lot of times they are not all being implemented. that means only some of those were used for their functionalities. For this reason, there is no standard questionnaire you can use like SD, MM
If you know all those modules well enough, then I assume you won't be asking this question here. If you don't, and need to do blueprint for a project, I would suggest you understand the functionalities of those topics from a high level, and identify which ones are needed for your implementation during wave 1 requirements gathering, then study them in depth before you go on wave 2 requirement gathering.
